Regulation for Prevention and Control of Ragging

St. Francis de Sales College to be a ragging free Institution
Ragging in all its forms is totally banned in this institution including in its’ departments, constituent units, all its premises like academic, residential, sports kiosks, cafeteria and the like whether located within the campus or outside and in all means of transportation of students whether private or public. The Institution shall enforce strict disciplinary action including but not limited to criminal proceeding and /or cancellation of admission against those found guilty of ragging and/or of abetting ragging and the burden of proof shall be lie on the perpetrator of alleged ragging and not on the victim. An offence of ragging may be charged either on a written complaint by the affected or on independent finding of the Anti Ragging Squad. The college is bound by the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions 2009.

For the purpose of this regulation
Ragging means “Any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which cause or likely to cause annoyance hardship or psychological harm or to raise fear or apprehension thereof in a fresher or junior student or asking the students to do any act or perform something which such student will not be able to do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student”.

Punishment for ragging
Depending upon the nature and gravity of the offence as established by the Anti Ragging Committee of the College, those found guilty of ragging shall be liable for any one or more of the following punishment. The decision of the Anti Ragging Committee shall be final and binding.

  • Cancellation of Admission.
  • Suspension from attending classes.
  • Withholding or withdrawing scholarship/ fee concession and other benefits .
  • Debarring from appearing in any test/examination or any other evaluation process
  • Withholding of results.
  • Debarring from representing the College in any fest, sports or any such other events.
  • Suspension/Expulsion from the hostel.
  • Rustication from the College for a period up to four semesters.
  • Expulsion from the college and consequent debarring from admission to any other Institution.
  • Fine of Rs.20, 000/-
  • In the case of offences, very serious/ grievous in nature, referring the case to the police, in addition to any other punishment.
  • Collective punishment when the offence is committed collectively by a group or by a class which makes it difficult or not possible to identify specific persons.


Lodging of complaint by the affected
Every bonafide student of SFS College shall have a safe environment of study without fear of ragging and the College assures prompt action against any such wrong doings. It shall be the duty of every student to report on any act of abetment of ragging, however small it may be to assist the authorities to maintain a ragging free campus environment. Willful non-reporting of awareness of ragging incidence is also punishable.

Any student affected by or subjected to ragging must lodge a written complaint in person to the Director of student affairs [the Vice Principal in the college], within three working days of the incident duly citing the date, time and place of the incident , name and details of the student/s involved and the nature/act of ragging. Where the affected student is not able to be present in person to present the complaint for any reason, it may be lodged by the parents. The Director of student affairs will refer the matter to the Anti Ragging Squad for investigation and appropriate action.

Anti-Ragging Cell - Administrative Authority
TheAnti Ragging Committee shall be headed by the Principal and shall include the Vice Principal, the student Councilor, and three others from the teaching faculty and one parent.
